Livescan Application Process and Associated Fees

The rolling of fingerprints using ink and a standard 8" X 8" fingerprint card has been replaced by electronic fingerprinting technology. This technology electronically transfers images of fingerprints and personal information to the Department of Justice (DOJ) in a matter of seconds. The results of the DOJ fingerprint check are sent electronically to Community Care Licensing Division (CCLD).

Effective July 1, 2005, the DOJ will only accept electronically transmitted fingerprint images and related information to process requests for criminal offender record information (CORI). After July 1, 2005, all fingerprints submitted on a Fingerprint card (FD 258) will be returned to the submitting agency for submission in the electronic format. 

In specific, pre-approved situations the DOJ may exempt certain individuals from the electronic submission requirement. Request an exemption from the electronic submission requirement . This process may be lengthy and should be used for hardship situations only.
For your convenience, the CCLD contracts with L-1 Enrollment Services to provide electronic imaging services in its licensing offices. To use L-1 Enrollment Services please see the steps below.

You are not required to use L-1 Enrollment Services. The Department of Justice (DOJ) has also approved multiple other vendors who can provide electronic imaging services. For a list of those approved vendors please visit the California Department of Justice web site.
 
To use L-1 Enrollment Services livescan services:

  • The Live Scan operator will then inform the individual of the charges , which includes the transmission of the prints and all necessary services from the DOJ, the CACI if applicable, and the Federal Bureau of Investigations.

  • After recording the fingerprints and applicant information, the data will be electronically transmitted to DOJ for processing.

  • DOJ will send the results of the fingerprint check to CCLD.
